Converting an existing residential building into a healthcare facility requires a planning strategy that balances the operational needs of the business with the character and constraints of the surrounding area. For this project, we provided both town planning and building design services on behalf of our client to secure a planning permit from the City of Melbourne for the use of land as a medical centre, a reduction in the car parking requirement, and the construction and display of a business identification sign.
The subject site contained a two-storey former residence, which had previously also been used as offices. The proposal for use as a medical centre provided an opportunity for continued adaptive reuse rather than redevelopment. Our involvement began with a preliminary town planning assessment, where we reviewed the applicable planning controls, identified key approval requirements and developed a planning strategy before any design work commenced.
Working collaboratively, our town planners and designers prepared architectural drawings that converted the building into a functional medical centre while retaining the building’s existing character. The proposal also included a modest business identification sign within the front setback, designed to provide clear way-finding for patients while remaining sympathetic to the streetscape.
A key aspect of the application was demonstrating that a reduction in the on-site car parking requirement was appropriate for this inner-city location. We prepared a detailed planning assessment addressing the location of the property, surrounding transport options, expected parking demand and the proposal’s consistency with the objectives of the Melbourne Planning Scheme.
Our team prepared the planning report, coordinated the supporting documentation and managed the planning permit application through to approval. The permit was successfully issued by the City of Melbourne, allowing the adaptive reuse of the building as a medical centre while delivering an outcome that responded to both the client’s operational needs and Council’s planning objectives.
